i want the area and priority to vehicles by their number plates from which province and also giving the serial number to drive who parks the vehicle .
and dont allow any vehicle to park if i dont have place for that number code from which it belongs .help out me plz as soon as possible.

Such a project is not mutch about coding, it's about planing. Before writing any code at all, take a piece of paper and describe your task as precise as possible - split tasks into smaller tasks, write down all the metrics you know. Doing the coding afterwards is not such a big deal.
