supposedly all you need to be a good programmer is paper... although I guess that wouldn't tell you when you're wrong. but yeah, a poopy computer should work fine for programming, depending on what you're building

low specs are enough for programming. However, for a tougher platforms like 3D game engines or Android studio, a better CPU and 8GB Ram minimum is required.

when you do get a chance to upgrade, I recommend getting a second screen (so have two side by side) - so you can have code open in one screen and reference material or the output on the other. Powerful PCs do help compile/translate your code slightly faster, and make graphic design tools faster to open and run. I don't know if a slow computer would be annoyingly slow to compile or run code however.
