You don't need to know any programming language.
Maybe some HTML knowledge. Or you need someone to build the site for you.
You need a domain, a server, and you need to know how to set up a web server and how to protect your server from attacks.
It doesn't need more.

OK very good. I have no experience with hosting providers myself. But it should be easier that way instead of running the server yourself.
Then you have to choose a web hoster.
With some you can also book a domain. You have to check whether it is a top-level domain (mySide.com) or "just" a sub-domain (mySide.myProvider.com). Some also offer you the option of using your own domain. You then have to book them separately with a domain provider.
After that I don't know exactly. You probably upload your content to a directory of your provider and then it should be online.
If necessary, I can ask again here on SL if anyone else has anything to say about this.

Have you already decided whether you want to host on your own server from home or from a web hosting provider?

Yes, on a web hosting provider.
