Can I run swift on windows?

I cant afford mac of macbook pro. So I want to devolop OS X apps on windows but apple didn't released xcode for windows or any other platform. Also I have an iPhone so I can run those apps. But I don't know where to code them.

You can use IBM swift sandbox which is online compiler and run your swift code there but if you have an app already made you must have some mac pc in oreder to publish the app.The cheapest way to have a OS X is to buy mac mini which costs 499$.

I just don't understand the idea of restricting some to something in order to learn it.

Don't take my word for it, but I believe you can emulate OS X on Windows.
