What is this program included and can you offer any helpful info that could allow me to make something similar?

Maybe it's a software made WITH Python if you're rather meaning << in what language is wrote this program >>, but nobody can't say by only viewing for it's user interface :P (except someone who already know it)

The basics functions of it are a bit unclear for me (I take a quick look at your video, and doesn't good enough understand talking english), but seems to be file operation dedicated (search, maybe rename, move, copy, delete?) as a kind of file explorer (maybe with some dedicated/specific function that I doesn't guess)...

You can achieving this kind of tools with any programing language (includind script ones as Python and compiled too, but not simply with web related languages) which all offers basic input/output handling (including files)... This can be done as well in a text interface, as in a graphic one (as the software you're showing as model), which require some specific skill about them and the way to use them with the choosen language ;)
