Download something like Web Matrix or appserv so you can host your own website and database from your computer. Then make a website that has a user management system, chat system, and dynamic content on the front page. Make an admin panel that you can add/remove/edit the dynamic content, as well as manage your users and other site settings. Don't forget to properly style the page and make it responsive as well. Do all of that and you'll be better when you're done.
