Ruby and RGSS Application

Question

if i'm learning ruby can i code in RGSS3?
Which are the differeces between these?
Which are the application?

The RGSS3 uses ruby directly as a basis. Version 1.9.2.
The differences between the two can be found in the RPG Maker help file, it's made for that.
Most of the time, they consist of a prewritten code that you won't be able to modify.
