Is it better to be skillful in just a language?

It is probably better to be very good at one language rather than trying to learn several languages and getting them mixed up, resulting in you getting confused and not knowing what you're doing. You should aim to master as many languages as you can though.

There is no best language, I suggest you choose the language that you like most.

I've already studied C++ and Python and now I am studying JAVA. C++ is my skilful one in current condition. Which language is the best among these languages?

Learnsolo is right, however, I would add that what is best depends on the nature of what you are doing and what libraries are available to you. IE Python and Ruby are good for simpler quick things, but each languages have various trade offs for more complicated projects.
