Kids can start learning about programming concepts from elementary school. Try Scratch (online or better using the app). Is a fun visual way of learning basic concepts for kids.
Cheers!!!

i found that it is possible to start scripting (python, html) from 14-ish, if the person is interested.
Scratch is a good starting point for younger children
it is worth remembering that the younger they are, the shorter the attention span ( and the need for immediate visual results)
...and anyway, before learning to code, let them play with train tracks models and Lego. those are teaching basic planning, 'creating from building blocks', and problem solving skills relevant for programming!!!

first of all a kid should be able to read/write before it can code :)
confronting a child with a programming language can be overwhelming. maybe a game like environment where the kid can learn the basics can be a goid idea. if i remember rigjt "alice" is kind of a visual programming language for children.

this can be good start for children, learning the concept of algorithm intuitively, how to construct programs and sequences of commands.
