Which is the best free PHP IDE?

I like ideaC stuff but for some reason there isn't a community edition for PHP. Coming from Java/Android my next stop would be Eclipse but mine is so bloated and bugged by add ons that I'd rather reinstall Windows if it would help?

i think which ever is best for you is good ... i just use a small notepad++ text editor Dreamweaver and sublime text as my IDEs

sublime text is really good, also you can try brackets

Thank u everyone for your contributions. I will try and select the best when I'm on WiFi and can do justice to that choice. I was reading https://jaxenter.com/go-free-time-programming-language-132162.html last night which ranked PHP at the bottom of a table of about 15 languages with Java dominating. Maybe there's a reason myself and sololearn aren't huge fans...
