well this might be because he/she wants xp,its a normal and common thing

Perhaps they think they will win more easily? But as Brains has said, you can always decline.
P.S If you win against someone with high XP in a language, you will win a great amount. If you lose, you lose a small amount.

May you seen to be weaker and you are not much experience so they were getting opportunity to get Xp's. keep accepting there challenge's don't just deny it will be profitable to you.

if you feel yourself able to face them than i advice you to accept them and if you beat them you earn lots of xp from them and a challenger loss his xp around 20 to 40.

Also according my latest, experience when you hit "random opponent" button it will choose even low level people, since you have turned on challenges. So it can be a case too.
I will suggest to decline those challenges as suggested by others here.
Since when you use random opponent option, you can't take it back as challenger..!!!
I did start using challenges when I turn silver, so as you can perhaps see, until that no problem with any challenges at all :)
