HTML & CSS web page styling

Question

How does one create a Nice looking web page using “divs” and navigation tags so that it Can scroll to a certain part of the page using it. I’m a Noob and really want to learn how to do so so that I can make my own local web page someday :) plz bruddahs, show me de wey
