Follow some youtube video tutorial. You will find console (text, semigraphic), 2D and 3D games tutorials in the most popular languages.

try c# and the engine Unity. if you want to build the engine itself first, use c++. You can also use Gamemaker or the Unreal Engine, but i recommend Unity for starters.
