How to start doing programms and games in c++? What programms to use? Is SoloLearn learning full languages or just basics?

For Windows applications, use Visual Studio. As for game engines, google has plenty of results. SoloLearn teaches you all of the necessary building blocks that you can use to further your C++ experience.

Rytis Karalius SoloLearn gives you the building blocks. It won't teach you every algorithm, however it will enable you to reach those heights.

i would recomand you starting with c# and unity they have a realy nice tutorial for games
