Does it really cost to make android apps?
Currently I am learning java.I will learn android studio after this.When i searched in web,I found android studio is free..But most of the website claims that developing a simple android app cost about $4800..I am confused in which state of android deevelopment i need to pay money,although android studio is free???

Android studio is an IDE, which is used to develop Android apps. Yes it is free.
Then for what these people are charging $4800 or so?
They are charging for few things:
1. They will work to realise your idea into app. i.e your imagination they convert it in real working app. So for their efforts they are charging.
2. For app you need to have some server from where this app would be talking to and fetching your data to show it to your customers. These servers will not give you free services, so as this is paid service, they will charge you for server cost also.
3. As Faizan Ali mentioned, there are some services like firebase notification, if you use this notification service, for that also you need to pay.
So overall from designing of app to uploading it on playstore, they sum it up as development charge for your application.

Android Studio is absolutely free. If you are going to make simple app. It will cost no money. And if you want to publish any app on Play Store. It costs 25$ to purchase play console account. After that you can upload unlimited apps there.
When you will use paid services like any sms services or notification services or any type of hosting to host your app. Then you need money to purchase those services.
For Example Firebase has different plans. Most people use free plan because they don't have many users. If your users are increasing day by day then you will need to upgrade your plan which cost money. Same for Notification Service like one signal.
