its not on sololearn (web) right ?
sololearn automaticly link your html and css. you'll need to link them yourself if you're not on sololearn.

next thing to check is page cache, for the speed purpose browser sometimes cache your css file. so even though you already update the file, the browser will use what they have in cache. ctrl+f5 can fix this.

last thing is browser compatibility, just make sure your broeser is updated
