I would recommend you VSCode bc you can not only use it for html rather for every programming language you want. There are extensions for literally eberything (:

Now that you have so many editors to choose from you should pick a small project and try each editor out. I sure you will find the best editor for YOU. The one that satisfies your needs if you you know what your needs are.

Neither is best, but there are many to choose from. They all have pros and con's, just use what works best for you. Try them out and you'll find a favorite. I use VS Code because it has a nice selection of plugins. But for basic projects I use notepad++. Brackets is nice but it can become slow when there's larger projects. Atom is popular but I didn't like it as much as others mentioned.

See all IDE do same suggestions, but I always suggest jetbrains IDE because it has very easy and intresting features. I have used Sublime, Visual Studio, Notepad++ ,etc but I like and currently working on Jetbrain IDE - "WebStrom" , or you can also use - "phpstrom" , "GoLand"

you should choose which of the text editors is best for you.
In my opinion the best are Visual Studio for ASP.net, Visual Code for PHP, Brackets and Atom for PHP, NetBeans IDE is also a good option

I'm using Atom for my proyects and I have to say that is a very good option.It's free,minimal and has a useful features.I would also recommend you Visual Studio Code because it has a lot of facilities.

VSCode is popular but not an IDE. Of course you don't need an IDE for html.

None of the editors are 'Best'. If you're looking for a Really good one, I'll recommend 'Microsoft Visual Studio Code'. It's one of the best one's I've ever used. It also has a really good autofill system which helps save a lot of your time.
If you're looking for a one which is Completely open-source and let's you modify Itself to meet your needs, I'd say 'Atom' will be the one for you. The multi-screen feature let's you write multiple files in different sides of your PC screen.

Every editor is good in its own way. They all have some good features and some bad/missing features. You just have to find THE one that suits you. At the end, it's your decision. Good luck on whatever you want to do!
