Both languages are popular and widely used. There is no objective condition for "better" or "best" language. There are personal tastes, preferences, and in some cases a certain language may be better suited for a particular project, just because some libraries or framework already exist that support a specific requirement.

Again, it depends whom you ask. Try checking opinions on r/php and r/python reddit topics, each camp has their own fans. Read some articles for a more differentiated world view. There is no clear winner.
