It's not enough to practice coding 1 hour a day if you want to become master ! Are you agree?

I code 1 hour a day, coz I am working, and my work is not in programming area

If that is all you can spare. It is enough. It may just take you longer to master. It is much better than 0 hours a day!

commitment and a desire to learn are also needed. you have to want to learn all that you can and keep going when you get stuck if you want it, you can do it

You can master anything if you really can commit to spend 1hour per day consistently. The important keyword here is not the "1 hour per day", it's "consistently". Everyday just spend sometime, no matter how short you could spend, to keep consistency running... "The truth is, what you do matters. What you do today matters. What you do every day matters. Successful people just do the things that seem to make no difference in the act of doing them and they do them over and over and over until the compound effect kicks in." - Jeff Olson, The Slight Edge: Secret to a Successful Life
