Q for web developers : how do you start to programming a website?

I would like to ask websites developers, when man have an idea for a website, and would like to start work on it. without framework and without CMS. how you it should be the first steps. paper , front end, and data .. if I am not so good enough to make it strong project. should I start or I have to improve my self in something smaller and easier.

design on paper or even photoshop,
make html structure,
add css,
add js (if needed)
do backend (if needed)
