is netbeans a framework?

Almost all programing languages and scripts have frameworks but it depends on what you want to achieve in it. If you know which programming language framwork you want to use, first understand the basics of the programming language before it will be easy for you to use the desired framework

netbeans is an IDE , a framework provides predefined components what makes development easier. Frameworks is jquery,angukarjs,reactjs etc.
