But that's just division.
7 does not go into 5, so 5 is what's left over.
Think of it as whole number division:
7 / 5 = 0.
Remaining: 5
Even for decimals:
7 % 2.5
7 / 2.5 = 2.
Remaining: 2
(7 - 5 = 2, 2.5 does not go into 2)

7 goes into 15 twice.

You can also think of it as floor division. (But keeping track of the remainder)
