In html, if we click submit on forms how does the information goes to the prescribed person??

Data are sent to the url provided in the 'action' attribute of the form (or the submit button), to be handled on server side; therefore, data could be used as you want: apply some treatments, store in database or file, send to one or more email adress, and so on...
