NetBeans* is an IDE. You could "make a game", I suppose, but you'd probably have to write your own engine unless you had one in mind. I recommend Unity. Unity is a game engine. NetBeans is an IDE. You don't even need NetBeans with Unity, as it already comes with Monodevelop.
