Virtual Enviroment in Python 3.6.3

Question

Hi! I just installed virtual environment pack (through pip), running all with Windows line command (cmd). I can create a virtual environment and put it like they current directory , but I can't "activate" it. I mean... I read something about "scripts/activate" and "bin/activate.bat", but this only returns errors. Inside the v.e directory are only Scripts, Lib , TCM and other who don't remember. "activate" file is not there. Where's the error? Is really necesary activate? Sorry long question.
