What is the near suitable language the person should take after finishing (HTML) language

Next you go for CSS. HTML is all the content, CSS makes it look nice and like a real site.

LaTeX I know nothing about but, often you learn HTML to make websites, and if that's your goal, you should learn CSS as that's standard and the only option pretty much.
