Any text editor can do it but there are many development environments out there. Many specialized for specific languages. A google search will help you find them for your OS and language.

I recommended using Atom.io, Sublime text, or Brackets.io

both Atom.io and Bracket.io is an open source text editor. Sublime text isn't free though.
