No, not mandatory, but certainly encouraged. JavaScript is a bit scattered as it is (in my opinion -- I know there are some diehard fans out there) so getting a good foundation in HTML and CSS is ideal. HTML and CSS are much more straightforward because they are just markup languages (coding, not actual programming).
