It really depends on personal preference. A lot of websites use frameworks like Bootstrap or Angular, some don't use frameworks at all. I would suggest mastering the basics of Html, Css and Javascript before concerning yourself with frameworks. Although I have my favourite css framework.

HTML CSS JS or You can just merge with just Proccessing.JS without any HTML and CSS or Use Sass or SCSS use any one you like! But Vue is nice 2
