for beginners i believe Unity3D is the best one out there
Pros:
It's free.
Big and active community.
Easily available and number of free assets.
Easy to get used to.
Now if you are beginner then go for unity it's a great gaming engine and best one for 2D games but you can also go for Unreal Engine which I believe is better in some aspects plus unreal engine also has a blueprint system which you can use to make game without programming though unity also have a similar feature but it's not for free.

It all depends which type of game you want to make and what language. To be honest I would research some engine and make the same small project in each and pick which workflow you enjoy the best.
Some top game engines are: Unity, Unreal Engine, Gamemaker 2, and Godot.
