If i want to get into the game dev industry, should i create games using game engines or create a game engine

Should i learn how to code the framework required to make games, 3d real time application, or is creating games using ready made tools and frameworks better?

Creating the framework for making the game is like running before learning to walk. Use the tools, once those those tools aren't good enough for you, then you can start with creating your own tools.
