Programming basics are universal truths shared amongst all languages (abstraction, encapsulation, polymorphism, inheritance). Understanding loops and logic will help as well.

About 7 min and 20 seconds, give or take. Depends on how you define learn a language... While understanding basics and concepts might take all the way from week up to a year, implementing said knowledge varies a lot - and one last thing to add, most of us never truly learn a programing language, there's always more to learn, new ways to use our tools and expertise to solve different problems etc..

~ swim ~ it is just a question which should be answered based on some programmers' experience. The aim of this question is not to get a standard answer because I have no doubt that something like this doesn't exist...as it depends on various factors and circumstances. However, thank you all for sharing your opinions.
