Short anser:
the character encoding used by the browser to turn the 0s and 1s into characters
Long answer:
UTF-8 stands for Unicode Transformation Format. It is an extention to ASCII( American Standard Code for Information Interchange) which was based on 7 bits (0s and 1s) and could only represent 2^7 =128 characters such as the alphabet, numbers and control characters such as enter and delete. UTF8 extends the ASCII system and so can encode more characters such as chinese and sanskrit!

utf-8* its encoding that allows almost all characters to work (with whatever ur working on) it is almost basically the same as ASCII (if u know what that is). You don't always need to add this to html so don't worry too much abt it if u just getting started ヽ(=^・ω・^=)丿
