I want to built financial app

Question

An app that poor people can use ussd code to deposit money without going to bank but turn the money to recharge card pin and deposit in their wallet. At the same time business transaction will take place through their wallet. I don't to see people going to market with money in their pocket but online wallet. Any one to help?
