It depends on what you want to do. You can develop with an i3, integrated gpu, and 4gb of ram (as I do), but if you are writing large applications you want more specs. As for the video editing, it depends on what youre editing. If youre going to edit 4k 120fps footage, than possibly, but probably now. If youre editing 1080p 60-120fps footage, you should be fine.
