Is it possible to program external software which controls your multimedia player on computer?

Is it possible to program external software which controls multimedia player (e.g. youtube)? Example of some functionalities: video volume, skip/reverse 15sec, next/previous, pause/play, stop etc. I would like to know what tools are needed to build that kind of program.
