Best way to learn

What's the best way to learn programming , is it by watching tutorial or working on random projects and learn while doing the project

If we talk about programming the best way to learn is by implementing the concepts.
1.)Pick a technology (start with html in web, go with python for coding)
2.)learn a concept and pick a project to implement this concept.
3.)learn another concept and repeat step 2 and 3 till you complete all concepts.
4.)now go for other technology (like after html go for css)
5.)follow the same step 2 and 3.
6.)after finishing multiple technologies like after completing html and css .
Make projects which can implement all of them.
7.)After completing enough technologies let us consider for website design you learnt html, css , JavaScript, bootstrap, jQuery, jQuery-ui.
8.)go for a big project and work alone on that project from scratch level.

it does not matter how you learn that technology. by watching tutorial by reading blogs anyhow just focus on that you complete all the concepts .
revise concepts daily because it needs one.
don't go for big projects before learning technologies it can demotivate

Both. Learn by watching or reading tutorials and practice. Also after learning solve problems and doing projects.

Mediation and Remind all the day routine things that you learn that day, when you are going to sleep.
it stores thoughts permanently. Increase thinking ability as well.
