I personally say GameMaker, it's always been my go-to for creating 2D games. (There's also a GameMaker 2 in open beta!)

Yes, however, it costs a good chunk of money to send your games to the public. And the more platforms, the more it costs. However, with GameMaker 2, sending it to Windows, Linux, and Mac are free (as far as I know).

You can't submit gamemaker games to the app store or Google play but maybe they will add that in towards the future and as to upload to Google play I'm pretty sure you pay $25 for a Google play developer account then its free to upload any app/game you want

Yes. It is only $25. I recently put a game made with App Inventor onto the Google Play Store. https://play.google.com/store/apps/details?id=appinventor.ai_bluedeskstudios.BouncingBalls

if your planning on summiting a game to mobile devices (through google play store )the fee is $25 when getting an account the rest from what I've researched is free or I could be wrong and its $25 per app you upload. but if u are going that root I would talk to tech support (play store tech support) and ask how to they will help. They are very nice and u will find your unanswered questions in to time. Also would recommended getting a real life person from tech to help its faster and more reliable for information and its quite quick to get in touch with one during business hours

Can you publish games made in GameMaker to say, The App Store, or Google Play?

The cost to be a developer is a one-time $25 fee. Once you pay the fee and become a developer, you can publish as many apps to the Google Play Store as you want.
