What is the best software for making animations?

@Ankit: @Akhilesh has guided you well but if you are specifically asking for web animations, use css and javascript as they enjoy support from almost all browsers. On the other hand, Flash requires plug-ins which each browser doesn't allow/support plug-ins. Also it's upto the user to enable the Flash plug-ins or not

Depends on your level and expertise and area of focus,
that being said

: Macromedia Flash/Gif(Maya ) -is probably the best if you are a beginner.

Once you get acquainted with these , go for higher and more specific training like pixar studio etc.
