A programmer knows how to code and may have the technical skills needed to build meaningful products. A software engineer follows a systematic process of understanding requirements, working with stakeholders and developing a solution that fulfills their needs. A programmer tends to work alone. A software engineer is part of a larger team.

hopefully nothing at worst, software engineer would be a guy who can't program and just tells the programmer to make the program better (worse) according to his expert (amateur) opinion, while also changing his mind too much, making it so the project can't hit deadline.

A programmer comes with the wealth of programming knowledge and skills. in other words, a programmer can only deliver a working software/application. A SE does not need to know any programming. But he/she has to be good at atleast one of the mentioned. Below is a brief detail of being an SE: 1. Software Tester 2. Project Manager 3. Software Quality Analyst 4. and many others So in a nutshell, a SE can be a programmer, but a programmer can't be a SE.
