well if you study 3 hours daily you can learn it in 3-4 weeks but with studying you can only program simple programs like a scientific calculator or maybe a grade book program but if you wanna make a game you should study other things too like how to work with APIs etc which at least takes 3 months.

I think it depends on what you consider to be a programmer that knows C++. Like Shayan said, you could learn to make simple applications, like a calculator, in a few days if you start from scratch with no prior knowledge about C or C++, maybe in the same day you start learning if you follow a tutorial. But learning C++, how to use templates, patterns, external libraries etc. could take years. My advice is to get a book (perhaps Professional C++ 3rd edition) and read it trying to code what's in the book. Then download the Windows SKD, and go through the API trying to use each one of them in an application. You will learn the hard way but you will have so much fun.

For a beginner, I would suggest you to grab a book on C++ and start to read & code at the same time. you will learn from doing errors in coding. Once you become fluent in writing code, it will be fun. Good Luck.
