Anyone can become a programmer, even though it's not his profession, or even if he never studied programming. You can learn it all by yourself in your leisure without taxing your other full time job. You can start by creating small apps, or a site for yourself, or even contributing to projects on github or even participating on hackathons. One big misconception is, 'programmers learn new skills from their job'. This is not the case most of the times. We need to invest our own times to learn new techs and not become obsolete. You need to take this learning as a hobby. If you can do so, nobody can stop you.
