I'm not using an IDE, I use ST3. It has a large plug-in database with pretty much everything (linters, prettyfiers, highlighters etc...), so you can install just what you need, making it faster and leaner than any IDE, plus you can customize its appearance with themes which you can write yourself. If you want to use a proper IDE, NetBeans is quite good and open-source. Or, if you can shell out 6€/month, go with WebStorm, which is an excellent IDE for HTML/CSS/JS development.

Edit pad Lite is good too, I also have Notepad++ and the free Visual Studio program

where do I get AnWRiter for Android? what are the steps to make an Android program, or what do I need to create a simple program and be able to run it on my Android?

@ Stacey Phahl Anwriter is a text editor android app with text highlighting. It lets you save your files using any file extension e.g. .html, .css, .js. Where do I get AnWRiter for Android? On google play store. What are the steps to make an Android program, or what do I need to create a simple program and be able to run it on my Android? If its your first time trying, google 'MIT App Inventor' and have taste of making android apps using chrome or Firefox browsers. They have a list of about 20 projects you can try. Hope this helps.
