Template Class only takes the datatype but not the parameters

Is it possible to make a constructor there only takes the datatype but not the parameters
in a Template Class

Just tried know doesn't work, i have make a new version "template_void_06" public, where i will leave all things i tried as comments

I just got it to work but without declaring a constructor, so i have make a new version "template_void_07" public.
