Can computer be server for website

I am very curious whether it is possible to make web server from a computer and if possible which specifications the computer needs to run it.

Sure your computer can. You just need to configure your webserver and configure the Internet access point. You may need a dns service to route the dns to your Internet access point and the Internet access point has to forward the request to your computer. But for availability your computer should run 24/7. As most computers are not build for 24/7 service it may damages your hardware anytime. This is why renting a server is way better. They can handle more requests and are built for 24/7 service.
