Well, can I? If not, what resources can i use to learn to do so?

There are people within the community who learned the basics here and continued to learn even when they completed the courses. Many of them have launched some applications. So yes, you can, but everything depends on you and your motivation. If you keep learning I don't see why you could not.

You can't build an app with this app. You can however learn swift/java basics which will help you to build apps for both android and iOS.
