After learning HTML & CSS. What Should i choose JavaScript or php?

If you plan to learn them both, then it doesn't matter. All these languages are important for web development.

why not both? javascript will be good and you can code in node.js ( which again use javascript) to code on server side programing also, but soon you will learn we programmers are not limited by language, so if bandwidh allow, learn both else javascript is powerfull enough for full stack develooment. ( like using mean stack)
