Comment eligibility

Why can't I write new comments? I can only reply to other people's comments. Is it about points you gather? How many do I need to be allowed to write fresh comments?

You should be able to comment. Sometimes if you zoom out on a browser, you may be able to comment. I was having this problem earlier.
