Is there any quota for negative votes per person?

Question

I see some codes and comments with bizarre like stats that go up AND down.

Since few people retract their likes I guess it's because of dislikes. This begs the question.

If you wonder with a wrong answer, he can be disliked between 3 and 9.

I would guess for every 7ish upvotes there's 1ish down vote.
this is just my guess from personal experience. and it really depends on what you post and where you post it.

Then I think it's just as fair to be notified by dislikes and "who" posts them.
