When it comes to the Sololearn code playground, you need an internet connection when running any programming language. However, if you're using an IDE such as Sublime Text for running HTML code, you would be okay to run it while offline

I believe you don't need the Internet to run HTML/CSS/JS codes on Sololearn. But you do need it for the code to load in your phone first. After you open the code you can turn off the net connection and still run it.

But please remove the profanity from the question title. Thanks! :)
